Some publishers, knowing that Presstalis takes care of
physical distribution, wonder why they have dealings with a company called
CCEI.
The answer : all press is liable to V.A.T. (2.10% or
19.6%) and all parties within the network are commissioned on the
selling price (VAT included). French publishers handle their own VAT, so
Presstalis created CCEI to handle VAT for the foreign publishers. (CCEI
staff is Presstalis’s and works under Presstalis status.)
Apart from this fiscal situation, the specificity of
CCEI is that all its procedures are fully dedicated to the activity of
foreign titles whether they sell several dozen copies or over 100 000
per issue.
CCEI handles both newspaper and magazine activities.
Although the handling of magazines is almost 100% similar to the French
from a logistic point of view (of course the marketing remains
specifically designed for this range of title), the handling of
newspapers is adapted to the foreign titles, purely for logistical
reasons : the majority of foreign newspapers comes from abroad and can’t
meet the deadlines of French titles whether they print in Paris or are
faxed to the provinces (ARM).
